This study analyzes the main policy objectives and dilemmas of the air transport industry, and examines the concepts, institutions and principles governing international air transport activities, including those drawn from the areas of civil and penal air law. The role of existing legal instruments in serving various air transport policy objectives and their contribution to the present disintegration of the world air transport system is also explored. Finally, some conclusions are drawn concerning the propsects for a more harmonized world-wide or plurilateral international air transport system against the background of recent developments in GATT services trade negotiations, the forthcoming European air transport integration, and the dramatic change in East-West relations.
