Hurricane Joe

A series of summer hurricane warnings rattle the citizens of Bayport, especially when their houses are robbed after being evacuated. Frank and Joe investigate the latest string of false alarms, and suspect a washed-up weatherman and a sleazy local storm-proofer. But the actual culprits won't be revealed until a real giant-scale hurricane hits the town full force.
